In the optical fiber construction phase, the traditional solution requires laying independent optical fibers for each surveillance channel, with numerous fusion splices, leading to a construction cost as high as 3,200 CNY. The PON solution only needs backbone optical fibers plus optical splitters, with a construction cost of only 1,500 CNY, saving 1,700 CNY compared with the traditional solution, which exactly offsets the equipment price difference.

In terms of 5-year O&M, the traditional solution has many fault points (one pair of transceivers per channel), with the cumulative labor inspection and fault repair costs reaching 4,000 CNY. The PON solution features passive intermediate nodes and an extremely low failure rate, with an O&M cost of only 800 CNY, saving 3,200 CNY.

In terms of power consumption, traditional equipment has high power consumption, with 5-year electricity fees of 1,920 CNY; the PON solution adopts an energy-saving design, with 5-year electricity fees of 1,248 CNY, saving 672 CNY.

Final 5-year total cost: 14,880 CNY for the traditional solution vs. 10,648 CNY for the PON solution. The comprehensive cost of the PON solution is 30% lower than that of the traditional solution. The per-channel cost is 930 CNY for the traditional solution and only 666 CNY for the PON solution, saving 264 CNY per channel. According to actual operation calculations, the PON solution only takes 1.5 years to recover the additional initial investment, with net savings generated in the subsequent 4 years.

Medium-Scale Projects (128-channel): The "Golden Point" of Cost Performance

When the number of surveillance nodes reaches 128 (e.g., large factories, campuses, industrial parks), the disadvantages of the traditional solution start to amplify sharply.

In equipment procurement, the traditional solution requires 128 pairs of transceivers and corresponding switches, with a cost of 38,400 CNY; the PON solution only needs one OLT and several ONUs, with the cost drastically reduced to 22,560 CNY, saving 15,840 CNY.

Optical fiber construction is the link with the biggest gap. The traditional solution needs to lay 128 independent optical fibers with a huge amount of fusion work, leading to a construction cost as high as 128,000 CNY; the PON solution only needs a small amount of backbone optical fibers and optical splitters, with a construction cost of only 5,000 CNY, saving 123,000 CNY.

In terms of 5-year O&M, the labor inspection and fault handling cost of nearly 90,000 CNY (89,600 CNY) for the traditional solution is only 6,000 CNY under the PON centralized network management, saving 83,600 CNY.

Considering the 20% reserved capacity for future expansion, the traditional solution costs 7,680 CNY while the PON solution only costs 5,200 CNY, saving 2,480 CNY. The 5-year electricity fee is 15,360 CNY for the traditional solution and 9,984 CNY for the PON solution, saving 5,376 CNY.

Final 5-year total cost: 278,040 CNY for the traditional solution vs. only 48,744 CNY for the PON solution. The comprehensive cost of the PON solution is only 17.5% of that of the traditional solution! The per-channel cost plummets from 2,172 CNY for the traditional solution to 381 CNY, saving 1,791 CNY per channel.
